The regulations for obtaining the national championship can be different in each European country.
In France, I believe four CACs under four different judges are needed to complete the championship.

CACIB: Certificate of Aptitude for International Champion of Beauty

Four CACIBs are required for an international championship.

These must be obtained in three different, and there must be at least one year between the first and the last.
